EFEKTIVITAS WEBSITE PORTAL PEMERINTAH KABUPATEN LIMA PULUH KOTA PROVINSI SUMATERA BARAT SEBAGAI MEDIA INFORMASI PUBLIK

Abstract The purpose of this study was to determine the effectiveness of the Lima Puluh Kota Regency Government website as a public information media. This study uses a qualitative descriptive method through observation, interview and documentation techniques to obtain primary data by observing the facts in the field. Primary data was also obtained from informants by conducting interview techniques. Using the concept of effectiveness from the Website Effectiveness Concept from Aprilia, et al. (2014) with 6 dimensions, namely the role of government, the role of the website, objectives, content, access reach and interaction. Using documentation and archiving techniques during the implementation of the official website of the Lima Puluh Kota Regency Government from the Lima Puluh Kota Regency Communication, Informatics and Statistics Office. The data analysis technique uses the NVIVO 12 Plus software tool which can assist the author in coding (codes) as well as processing and analyzing through the available features. Informants were determined using purposive sampling techniques. The study involved 9 informants selected through purposive sumption techniques starting from within the Communication and Information Office and the general public in Lima Puluh Kota Regency. The results of the study show that the official website of the Lima Puluh Kota Regency government is said to be quite effective as a public information media, when viewed from the indicator of the role of the website which has been able to become a place for the public to obtain information, but has not been maximized due to the lack of human resources from the government in managing and running the website, as well as the lack of willingness and ability of the Lima Puluh Kota Regency community.
