A STUDY ON INNOVATIVE COUNTERMEASURES FOR HUMAN RESOURCE MANAGEMENT IN ENTERPRISES

Abstract With the wave of global economic integration, increasingly fierce market competition and constant changes in the internal and external environment of enterprises, enterprise human resource management is facing unprecedented challenges. The traditional human resource management model has been difficult to meet the needs of modern enterprise development, and innovation has become the key to enhance the competitiveness of enterprises and achieve sustainable development. This study analyses the current situation of enterprise human resource management, revealing the many problems that exist in human resource planning, recruitment and allocation, training and development, performance management, and compensation and benefit systems. It further explores the causes behind the problems, including lagging concepts, technological dilemmas, brain drain, and the impact of external environmental shocks. Based on this, a series of targeted innovative countermeasures are proposed, such as promoting conceptual innovation to strengthen managers‘ awareness of the strategic value of talent; increasing technological empowerment to enhance the level of digitalisation and intelligence in human resource management; optimising talent retention programmes to enhance employees’ sense of belonging and loyalty; and establishing a dynamic adaptive mechanism to cope with the challenges brought by policies, regulations, economic fluctuations and technological innovations. At the same time, it elaborates on the practical path of the innovative measures, through selecting pilot enterprises or departments for practical verification, building a perfect data monitoring system, applying professional data analysis tools to assess the effects, and continuously optimising the content and implementation details of the measures to form a closed loop of dynamic improvement. Eventually, we will summarise the successful experience of the pilot, refine the universal practices and models, and promote them to the whole industry to help enterprises overcome human resource management problems in the complex and changing market environment, realise the leapfrog improvement of talent management effectiveness, and provide solid talent support for the long-term development of the enterprise.
