Bird's Eye view of devastation after Jaipur Accident: Safety and Security of Oil and Gas Transportation

The major collision between tanker of LPG gas and chemical trolly at Jaipur-Ajmer National Highway No. 48 (Rajasthan) India with death toll rises to 20 passersby on December 20, 2024 attracted global attention to the significant role of safety and security in the sustainable oil and gas supply chain and the vulnerability of supply infrastructures subject to intentional and unintentional damages. Different from other oil and gas supply infrastructures, oil and gas transportations may be more vulnerable to accidental, natural and intentional threats due to their widespread distribution. Therefore a systematic and thorough review is carried out to investigate safety and security of oil and gas transportation. Moreover, the main research topics and research methods are analyzed to obtain insight into the research evolutions and trends. Risk assessment, leakage, and corrosion are the main topics while Quantitative Risk Assessment (QRA), fuzzy theory and the Bayesian network are the most frequently used research methods. To further improve the sustainability of oil and gas transportations, this study provides and discusses future research needs such as transportation security, environmental sustainability, transportation system resilience. According to these results, the research on risk assessment based on Bayesian network and consequence analysis using Computational Fluid Dynamics (CFD) may increase in the future. Besides, more research and guidelines on transportation security, resilience, and environmental impacts to better protect transportations, are expected. Oil and gas exploration, drilling, production, transportation, processing and handling are associated with hazards, which pose threats to life, health, and wellbeing of employees, as well as the public and environment. There is concern for health, safety and environment in the oil and gas industry. An integrated approach to management of health, safety and environment can provide a quality management system for managing risks in the industry to ensure the protection of workers, assets, reputation, and the operational environment. Hazards can be reduced by the development and application of improved technology in oil and gas operations.
