From Crisis to Innovation: Overcoming Instruction, Research, and Extension Challenges in Higher Education

The COVID-19 pandemic significantly disrupted the operations of higher education institutions, especially in the areas of instruction, research, and extension services. This study explores how a state university responded to the implementation of the three fore fold functions during the COVID-19 pandemic. Through a qualitative phenomenological approach, insights from students, teachers, and administrators were gathered to understand their real-life experiences. Finding reveals barriers such as poor internet access, lack of materials, unclear research expectations, and unpreparedness in community extension. The study exposed weakness in traditional systems but also prompted innovative responses. The study advocates for policies that strengthen digital infrastructure, enhance faculty trainings, and inclusive learning environment. By developing the contextualized strategic action management plan, the university can now navigate and enhance resiliency during and beyond the pandemic. This research informs educational leaders on reform strategies for a more agile and future-ready education system.
