Main paper Abstract This document offers a systems-level reformulation of American decline through the lens of structured resonance, coherence physiology, and emergent intelligence. We argue that the foundational crisis in the United States is not ideological, economic, or even political—but biological, rooted in systemic metabolic dysregulation, signal failure, and feedback loop collapse across institutional, interpersonal, and ecological domains. Using the Chirality of Dynamic Emergent Systems (CODES) as a unifying framework, we outline a regenerative path forward based on phase alignment, biological integrity, and recursive civic design. The Manifesto proposes Permacapitalism—a post-linear market logic grounded in energy-accountable coherence metrics—and redefines leadership as a physiological competency, not a performative brand. We critique pharmacological symptom suppression (e.g., SSRIs, statins, GLP-1 agonists) as structurally incoherent interventions, positioning resonance intelligence as a successor paradigm to both technocratic neoliberalism and ideological tribalism. We advocate for the national adoption of Phase Alignment Scores (PAS), regenerative food policy, and recursive educational frameworks based on CODES logic. Our claim is not utopian. It is structural. This is not a collapse narrative. It is the ignition of a golden age—rooted not in technological acceleration, but in metabolic coherence, social reattunement, and planetary feedback restoration.
