Summary. In any age, in any community, the development of humanity cannot be achievedwithout ensuring human security. This condition in which people can exercise their options in safetyand freedom, without fear that their opportunities will be lost or withdrawn, guarantees confidence,creativity and, in general, evolution. Security means that the benefits people have achieved in expanding their opportunities and improving their capabilities are protected by current social, economicand political arrangements. For this purpose, laws are developed, structures are established and society is educated in the spiritual respect for the law.Throughout the history of mankind, there have always been certain norms of conduct in societythat regulated the behaviour of individuals in multiple situations. The set of norms evolved over time,depending either on political regimes and ideologies, conflicts and wars or revolutions, thus forminglaws. It is well known that laws guarantee public order and security in a society as long as they arerespected by citizens.In addition to the legal side, public order and security can also be studied from a historical, sociological, psychological perspective. More recently, public order and security are part of the policiesadopted and implemented by a state of law to more easily manage the domestic political situation.Public order and security, by general definition, is based on three pillars: the legal aspect, thesocial aspect and the political aspect. Of course, we do not forget to consider the historical context,which can determine the collective position of a group or even nations, as well as their public discourse or reaction.In turn, from a legal point of view, public order and security is made up of all the legal provisions, assigned powers, established mechanisms and procedures, but also mutual responsibilitiesbetween opponents and opponents in order to guarantee and respect it.Key words: state, humanity, personal safety, public order and security, state of legality, legalsecurity
