SUSTAINABLE SECURITY DIAGNOSTIC FRAMEWORK: A CASE STUDY ON THE TRANSFORMATION OF THE UNIVERSITY POLICE FORCE AT UP LOS BAÑOS
The Sustainable Security Diagnostic Framework (SSDF), a new and exploratory methodology conceptualized by the author that integrates Historical Review, Threat and Vulnerability Assessment, Regulatory Compliance Assessment, and Benchmarking Analysis to achieve sustainable security across various sectors. It was successfully utilized in transforming the University Police Force (UPF) into the Security and Safety Office (SSO) at the University of the Philippines Los Baños (UPLB), as approved during the 1355th UP System Board of Regents Meeting on October 29, 2020 (University of the Philippines, 2020). Since its establishment in 1979, UPLB has faced diverse security challenges, including natural hazards, man-made incidents, cybercrime, and technological risks. The SSDF has proven effective in evaluating UPLB’s security structure and its capabilities in crisis and disaster management, while aligning with the university’s mission to maintain a responsive security posture. This new diagnostic framework not only enhances campus safety but also serves as a model for improving security in various industries and government facilities, with a strong emphasis on sustainability in addressing evolving threats.
