CAPABILITY-BASED PLANNING IN TACKLING COMPLEX THREATS.

Brazil faces significant challenges in coordinating national security and defense efforts, due to its extensive territorial and socio-economic diversity, as well as the growing complexity of threats. To ensure an effective response, a coordinated, interagency, and adaptive approach is vital. Capability-Based Planning (CBP) is a key methodology for designing efficient public policies, helping manage vulnerabilities and strategic risks. According to Davis (2002), CBP means “planning under uncertainty to provide appropriate capabilities for a wide range of current challenges and circumstances within an economic framework that requires choices.” In this context, adopting CBP in Brazil requires overcoming political and institutional hurdles, including the lack of a comprehensive national security policy and difficulties in interministerial and interagency coordination. To tackle complex threats, it is essential to integrate efforts from national defense, strategic intelligence, public security, and civil defense. Strengthening governance and fostering synergy among these sectors will improve the state's response ability, creating a more efficient and resilient national security framework.
