The configuration of the Southern Nations, Nationalities, and Peoples' Region (SNNPR) diverges from the post-1991 ethnic federalism in Ethiopia, potentially leading to the region's balkanization. A qualitative research approach was employed to select key informants purposively. The results indicate that SNNPR was established through a top-down state-making process, with no public deliberation involved.
