Hybrid Multilateral-Multiparty Mediation (HM3): A Framework for the Russia-Ukraine Conflict and Beyond.
The ongoing Russia-Ukraine conflict, marked by significant geopolitical stakes, territorial disputes, and deep-rooted tensions, has resisted conventional efforts at resolution. Thispaper introduces the Hybrid Multilateral-Multiparty Mediation (HM3) approach as a potentialinnovative solution for high-stakes conflicts, specifically applying it to the Russia-Ukraine war.The HM3 approach integrates a multilateral framework, multiparty participation, parallel trackdiplomacy, technology-enhanced negotiations, conflict transformation initiatives, and a gradualintegration strategy. By involving a broader set of stakeholders, including non-state actors, neutral mediators, and technology-driven methods, HM3 addresses key challenges such as powerasymmetry and political polarization. The paper examines past negotiation failures, such as the Minsk II Agreement and theIstanbul Communiqué, identifying their shortcomings and highlighting how HM3 can overcomethese obstacles. HM3 seeks to foster trust-building, manage complex geopolitical dynamics, andprovide a pathway to durable peace through a phased, inclusive approach. While challenges suchas implementation complexity and securing major power buy-in remain, this researchdemonstrates that the HM3 approach offers a flexible, comprehensive model for conflictresolution. The paper concludes with recommendations for applying HM3 to the Russia-Ukraineconflict and future global disputes, providing a new and innovative framework for internationalpeacebuilding and conflict transformation.
