This document is the deliverable D1.3 “A strategy forward document describing the way forward towards an integrated EU Research Infrastructure”. It first establishes the ins and outs of marine data and information quality and presents how the establishment of an extended marine metrology infrastructure would contribute to overcoming the observed limitations.MINKE proposes to leverage the standing situation by pooling and offering a full expertise in measurement and metrology. The initial key elements for the establishment of such an infrastructure, such as its values, missions, and vision, are shared. Finally, the first steps in building the business plan are presented with the metrology activities that can be provided.
