Navigating Integrity and Accountability in Public Administration
Ethics is fundamental to public administration, underpinning public trust, accountability, and the effective delivery of services. This study investigates how ethical frameworks, leadership competence, and institutional codes—such as the International City/County Management Association (ICMA) code—inform governance practices and decision-making processes. Drawing from a comprehensive review of scholarly literature and established ethical guidelines, the research emphasizes the critical role of ethical competence in shaping transparent, fair, and accountable public administration, particularly in public-private partnerships. Additionally, the study addresses emerging challenges posed by technological advancements and cybersecurity risks that complicate ethical governance in contemporary public service. The findings highlight the necessity of integrating continuous ethics education, fostering organizational transparency, and formalizing ethical standards to maintain integrity and public confidence. By reinforcing these pillars, public institutions can better navigate the evolving ethical landscape, ensuring governance that is both responsive and responsible.
