NGI Commons | D3.1: POLICY MAPPING REPORT

POLICY INITIATIVES SUPPORTING DIGITAL COMMONS This report offers a comprehensive overview of policies in the European Union that have supported Digital Commons over the past 20 years.. It identifies three policy archetypes: promoting Digital Commons as global open resources, embedding them into industrial strategies to enhance technological independence and competitiveness, and leveraging them as alternative governance models to foster transparency and democratic management of digital infrastructures. The report also examines the shifting focus from openness to collective governance in light of concerns about digital sovereignty and the increasing complexity of digital value chains. It emphasises the necessity of robust governance models and long-term institutional support to sustain Digital Commons, advocating for better coordination, resource pooling, and strategic alignment of policies with broader societal objectives such as the green transition.
