The Impact of Developing and Enhancing of Air Navigation Services in Somalia.

ABSTRACT The content of this thesis is prepared following an intensive twelve-month-long learning. Accord University, which provided to the students with the technical knowledge, and expertise necessary to meet the demands of building effective human resource skills in different sectors of the air transport industry like Airlines, Airports, Air Navigations Service Providers (ANSPs), Civil Aviation Authorities (CAAs) and Aviation consultants. The title chosen is “the impact of Developing and Enhancing Air Navigation Services (Somalia Case).” Is the result of knowledge gained during the training of this university, experience, and information gathered from international Aviation documents, SCAA management offices, and other aviation stakeholders during the period of this research. The responsibility of providing air navigation services in the airspaces of their jurisdiction is a mandatory requirement of all ICAO contracting states as stipulated by the Chicago Convention of 1944. The provision of ANS is also of significant importance for the economic development in Africa and Somalia across its wide crucial airspace connecting Asia, the Middle East, Europe, and Africa. Consequently, therefore, enhancing safety, and efficiency and increasing airports and airspace capacity by providing a seamless air traffic management (ATM) airspace capability in Somalia is of paramount importance and priority for the economic and social revival of the country. The main goal of this study is to examine the challenges facing air navigation service (ANS) provision in Somalia by SCAA (Somali Civil Aviation Authority) and suggest ways to improve the service and associated facilities through a method of resource optimization effectively and sustainably. Finally, the study reviews the current enhancement and implementation efforts and concludes to explore and put forward suggestions to improve the identified gaps and improve areas of strong compliance with ICAO SARPs and ways of modernizing existing facilities in conformity with regional and international air navigation service demands for capacity and efficiency.
