Beyond Compliance: A Multi-Layered Framework for Data Protection Across Individual and Organisational Domains
This article introduces "Beyond Compliance: A Multi-Layered Framework for Data Protection Across Individual and Organisational Domains," a scholarly exploration of the urgent need for holistic data protection in an age of rising cyber threats and digital interdependence. It proposes the M.I.R.A.G.E Framework, a six-pillar model that integrates technical, behavioural, legal, and strategic components to address current gaps in cybersecurity, information governance, and digital risk management. Drawing from international standards (e.g., ISO/IEC 27001, NIST CSF), legal regimes (e.g., GDPR, POPIA), and emerging challenges posed by AI, IoT, and cloud technologies, the framework offers a scalable, cross-sector solution for both individuals and institutions. Using real-world scenarios from the public and financial sectors, the article demonstrates how the framework fosters resilience, promotes digital ethics, and empowers stakeholders through accountability and education. It makes a compelling case for shifting data protection from a compliance obligation to a strategic, culture-driven imperative.
