Ensuring the Safe Evolution of Fundamental Intelligence: Risk Management and Control Mechanisms
Fundamental Intelligence (FI) represents a novel paradigm of self-organizing computational systems capable of continuous adaptation and optimization without predefined models or centralized control. Unlike traditional Artificial Intelligence (AI), FI restructures its own operational logic in real-time, making it inherently unpredictable and requiring a distinct approach to safety and governance. This paper explores key risks associated with FI, including uncontrolled evolution, unpredictability, self-sustaining autonomy, and regulatory challenges. We propose structured risk mitigation strategies, including constrained evolution thresholds, external validation layers, controlled distribution, and autonomy boundaries. By establishing transparency, oversight, and ethical safeguards, we aim to ensure that FI remains a controllable and beneficial technology, balancing adaptability with security.
