Trust Building Made in Europe - A European Governance Architecture with Verifiable AI Systems

This white paper presents a European governance framework that actively integrates verifiable AI systems into democratic decision-making processes. Rather than designing governance for AI, it proposes an architecture with AI – in which formally verified systems become part of trustworthy public infrastructures. The paper argues that mathematical verifiability, combined with human oversight and ethical rhythm, can serve as a cornerstone for trust-building in a time of increasing systemic complexity. As European institutions seek to define sovereignty in digital domains, this framework contributes a trust-oriented model rooted in transparency, repeatability, and accountability – and open to democratic scrutiny. It invites further interdisciplinary collaboration to explore how AI systems and governance processes can evolve in harmony, not hierarchy.
