Reclassifying Persons with Disabilities into Nine Categories under the Ministry of Public Health: An Integrated Framework for Health, Assistance, and Spatial Design

The classification of persons with disabilities is a cornerstone of healthcare service provision, rights advocacy, and the equitable allocation of social welfare. In Thailand, the Ministry of Social Development and Human Security (MSDHS) officially recognizes seven categories of disabilities. However, the Ministry of Public Health (MoPH), which plays a central role in medical treatment and rehabilitation, has proposed a nine-category framework. This approach aligns with advancements in medical science, psychiatry, and community-based healthcare, allowing for more nuanced identification and support of individuals with specific conditions. The expanded classification facilitates deeper and more precise interventions especially at the local level supporting tailored assistance and spatial planning that reflects the real-life needs of diverse vulnerable populations.
