D4.2: Safety interactions of nuclear power plant & hydrogen cogeneration

This document is focused on determining the issues that may arise from applying the different regulatory frameworks to an integrated NPP-HPP facility. Based on the outcome of task 4.1, the impact of the different levels of integration on the license, licensing process and license documentation for both facilities is determined. For this purpose, 5 subtasks were carried out:Subtask 1 (performed by Tecnatom) identifies and describes the available technologies to produce hydrogen using heat and electricity from an NPP. Their main characteristics are compared, and context information required for the licensing analysis is provided. The different interfaces between the NPP and the HPP are described for the different levels of integration.Subtask 2 (performed by ES Group) focuses on the description of necessary technical modifications of NPP systems for the integration of an HPP, depending on the integration scenarios. This is illustrated using the example of the NPP Rivne in Ukraine.Subtask 3 (performed by NRG) concerns a generic Safety Case Approach for the various integration scenarios, evaluating the safety impact of modifications to a nuclear installation or activity, followed by a specific safety case adressing the possible Rivne NPP-HPP integration scenarios.Subtask 4 (performed by TU Dresden) presents the main outcomes from the impact assessment applied to the integration of a 40 MW hydrogen facility into the Rivne power station in Ukraine. This includes a definition of the worst case scenarios, a frequency assessment for these scenarios and a consequence estimation for the identified scenarios. The consequence estimations are based on deterministic safety calculations by means of selected semi-empirical methods from the process safety.Subtask 5 (performed by GRS and Ansaldo) consists of the analysis of the impact of the NPP-HPP integration scenarios on the licensing process. Based on the outcomes of task 4.1, the requirements of the regulations applicable to the HPP and the NPP were considered and the approval procedures and safety analyses required for successful integration were assessed on a qualitative level. The impact of individual key aspects was evaluated and scored (high, medium, low) depending on the integration scenario, and the results were presented in tabular form.
