Report on taxonomy of sectoral entry points related to rapid technological innovation and behavioural changes

This deliverable reports the activities conducted under Task 3.1 and Task 3.2 of the ELEVATE project. In Task 3.1 a machine learning-assisted systematic literature review is conducted to answer the research question: Which combinations of policy instruments and enabling factors are identified in the literature as contributing to the successful deployment of mitigation technologies or transitioning away from fossil fuels? This task provides an overview of best practice policy cases accounting for central enabling factors. These cases are then clustered by common combinations of policy instruments and enablers, revealing key climate policy strategies and their supportive contexts that can serve as role models and offer valuable insights. A comprehensive literature review by van den Berg et al. (2023) provides key insights into aspects of behavioural change, presented in Task 3.2. The review clarifies essential terminology relevant to behaviour changes, offering a clear framework for understanding the various concepts involved. It identifies a range of entry points for implementing behaviour changes, along with the enabling factors that facilitate these shifts. Tasks 3.3 and 3.4, which are beyond the scope of this deliverable, will build on the foundation laid here. The assessments by Task 3.1 and 3.2 will be further enriched by the political economy analysis of Task 3.3. Subsequently, Task 3.4 will explore how political economy constraints as well as sectoral technology and behavioural entry points can be translated into a modelling framework.
