The article is devoted to the analysis of such a complex social phenomenon as intellectual migration, which is rightly considered both as one of the significant risks to the organization’s personnel security and a threat to national scientific and technological sovereignty. This phenomenon is compared with the phenomena of staff turnover and non-return. It is shown that intellectual migration has long historical roots. Its prospects for changing in the context of digitalization to “brain circulation” are revealed.
