This study systematically examines the roles and interaction dynamics of institutions involved in combating addiction in Türkiye, using the Social Network Analysis (SNA) method. Addiction is recognized as a multifaceted public health issue that extends beyond individual health to affect social cohesion, economic development, and public safety. With the rise of digital technologies, new forms of behavioral addiction—such as social media and gaming—have emerged, necessitating interdisciplinary and multistakeholder responses. The research analyzes the structure and strength of collaborations among ministries, universities, nongovernmental organizations (NGOs), and coordination boards. Findings reveal a hierarchical and multi-layered institutional architecture, where central public institutions (e.g., Ministry of Health, Ministry of Family and Social Services) occupy the core of the network due to their high policy-making and coordination capacities. NGOs, particularly the Green Crescent, function as operational bridges, while universities remain on the periphery, suggesting a gap between academic research and policy implementation. The study concludes that despite the presence of multi-stakeholder platforms, coordination asymmetries persist. Enhancing the participation of peripheral actors such as universities and local organizations, improving interdisciplinary collaboration, and integrating academic findings into policymaking are essential for more effective and sustainable addiction prevention strategies. Recommendations include evolving rigid hierarchical structures toward more flexible governance and addressing addiction risks amplified by digitalization.
