The Strategic Vacuum in Europe: Navigating Europe's Foreign Policy Challenges in a Multipolar World
This report examines the strategic vacuum currently facing Europe, a consequence of its historical reliance on the United States for foreign policy and defense leadership. As the global order becomes more multipolar, Europe has struggled to define its role and assert its interests independently. The Ukraine crisis has highlighted the fragmentation of European foreign policy, with diverging national interests and a lack of cohesion diminishing the EU's influence on key global issues. The report identifies the key factors contributing to this disarray and provides recommendations for Europe to regain its global influence , including fostering greater unity, developing a clear and unified foreign policy, and strengthening its diplomatic capabilities. Ultimately, Europe must move beyond tactical responses to develop long-term, autonomous strategies in order to maintain its relevance in the evolving geopolitical landscape.
