The Conceptual Nature of Public Procurement Within the Framework of Public Administration
In the context of public administration reform, public procurement is gaining new significance as a tool for strategic development, transparency, and effective use of public resources. This article examines the evolution of the term "public procurement" in Ukrainian legislation and reveals the conceptual multidimensionality of procurement activities. A continuous procurement cycle model based on the 3P concept (preparation, purchase, perform) is presented, reflecting the dynamic nature of interactions between the state, business, and society. Special attention is paid to an interdisciplinary approach that combines legal, economic, social, and managerial dimensions. The study emphasizes the importance of procurement as a space for public policy implementation and for achieving sustainable development goals.
