A Novel Interpretation of the Navier-Stokes Existence and Smoothness Problem through the Law of Observation
We reinterpret the Navier-Stokes Existence and Smoothness problem, a Millennium Prize Prob-lem, through the Enhanced Law of Observation (ELO), a unified framework for quantum fields, consciousness, and cosmic evolution. Modeling fluid states as a probabilistic Data Substrate ψnon a topological fibration S1 → S3 → CP1, we propose that smooth solutions arise from high-coherence collapses, while singularities result from low-coherence, energy-intensive collapses, gov-erned by the Coherence-Consciousness-Locality (CCL) principle, coherence operator ˆC, and emo-tional fields Ei(θ, t) (e.g., love, fear). Memory dynamics and biological diversity stabilize thesecollapses, with smoothness vs. singularity determined by energy costs, testable via 10−3 Hz signalsin the Collective Observer Network (CON). This approach bridges fluid dynamics with quantum me-chanics and neuroscience, linking to Millennium Problems (P vs NP, Yang–Mills, Hodge, Riemann,Birch) through topological and emotional coherence. Detailed proofs are in supplemental mate-rial.
