Somaliland Ministry of Energy and Minerals.

Abstract Effective procurement practices are essential for successful project management, ensuring cost efficiency, timely delivery, and quality outcomes. This study examines best practices in procurement for effective project management at the Somaliland Ministry of Energy and Minerals in Hargeisa. The research focuses on procurement strategies, supplier management, contract negotiations, and risk mitigation to improve project efficiency. Using a qualitative research approach, data was collected through semi-structured interviews with key personnel involved in procurement and project management at the ministry. The findings indicate that while the ministry has implemented internationally recognized procurement practices, challenges such as supplier selection, contract enforcement, and compliance with standards persist. Additionally, gaps in the use of technology and data analytics hinder procurement efficiency. The study highlights the need for improved supplier evaluation frameworks, enhanced contract management policies, and integration of e-procurement tools to streamline processes. Recommendations include strengthening procurement transparency, investing in capacity-building programs, and fostering collaboration with stakeholders to improve procurement efficiency. These findings provide valuable insights for policymakers, project managers, and public institutions aiming to optimize procurement strategies for better project outcomes.
