Kamu Yönetiminde Kuram Sorunu

The discipline of public administration in Türkiye was not formed through natural intellectual accumulation, but was established by an international agreement. This feature at birth has created neutering effects on the determination of the object of the discipline and its theoretical existence. The intellectual accumulation that exists on the state in the country has been ignored. The theoretical entity in the discipline consists of American organizational-management models and ideological formulations aimed at solving their own problems. The acceptance of these ideas as general-grand theories without examination is one of the most harmful attitudes. Our research do not aim at theorizing. They start with the step of theory-selection. The theory problem is ‘theory-selectionism’ instead of theorizing. The mobilization of productivity in the discipline depends on changing this mentality which has been dominant.
