Working Title: A Comparative Analysis of Human Capital and Human Development Metrics

The paper presents a comprehensive overview of the literature, reports, and statistical data on the Human Capital Index (HCI) and Human Development Index (HDI), their components and other metrics. In addition, it will illustrate differences and similarities between Human Capital and Human Development indices and their respective variables. The research will involve a systematic overview of the existing literature (studies, reports, articles) on the Human Capital Index (HCI) and Human Development Index (HDI) and their key variables, how these indices are used, their theoretical foundations, and relevant documented similarities or differences in both Montenegro and Malaysia. It will highlight its collaborative approach, underscoring active engagement and discussions with colleagues from the University of Donja Gorica in Montenegro and UiTM in Malaysia. The activities will gather the latest available data on HCI and HDI from the World Bank and UNDP databases including variables like education, life expectancy, GDP per capita, and other relevant socio-economic indicators. As for the data analysis and results, the research will give insight into the identification of recurring themes and patterns in the literature, such as the relationship between the Human Capital Index/Human Development Index and economic growth, social well-being, policy implications, etc.; the comparison of the key findings concerning similarities and differences in the impacts of the Human Capital Index and Human Development Index between Montenegro and Malaysia. It will also provide a summary of the key points of comparison and contrast between the Human Capital Index and Human Development Index, emphasizing the complementary nature of these indices in capturing different aspects of human development (Graphs and tables to illustrate comparisons). This overview will establish a framework for comprehending the variables and dynamics involved in measuring Human Capital and Human Development, elucidating how these indices assess human progress and development. Additionally, it will offer significant insights into their interrelationship and influence on socio-economic outcomes.
