State support of small business in Ukraine

The subject of the study is complex of directions, methods and means of state influence on the activities of small business entities in order to create the necessary conditions for their functioning and development.The purpose of the study is generalization of existing developments in the field of state support and institutional support for the functioning of small business; identification of the main problems and obstacles to the functioning of small business in the conditions of a full–scale war and identification of key directions and instruments of state stimulation of the development of small business of Ukraine.Research methods. The work uses the methods of scientific abstraction and system–structural analysis (when determining the necessary conditions and directions of institutional provision of state support of small business); methods of analysis and synthesis (when systematizing and generalizing instruments of state support of small business in terms of fiscal, monetary, infrastructural, organizational and legal directions); systemic and functional methods of research (in the process of analyzing the problems of the functioning of small business in Ukraine in the conditions of a full–scale war and establishing the main reasons for restraining the development of small business in Ukraine). Work results. The directions and instruments of state support of small business, which are provided for by the current national legislation and have a place in foreign practice, have been systematized and summarized. It was determined that the state supports of small business in two ways: first, as financial and organizational assistance in the formation of initial capital for the creation of small enterprises; secondly, as a set of measures to ensure favorable conditions for the development of existing small enterprises. In the process of analyzing the problems of the functioning of small business in Ukraine in the conditions of a full–scale war, the main reasons for restraining the development of small business in Ukraine were determined, and the key directions and instruments of state support Ukrainian businesses.Field of application of results. Economic branch: state regulation of the national economy, economic policy, business economics.Conclusion. Based on the understanding of the role of small business as a system–forming element of the national economy, which contributes to the structural restructuring of the economy, strengthening the economic base of the country, increases the total volume of production and retail turnover, creates a favorable environment for the development of competition, stimulates the implementation of achievements of scientific and technical progress and ensures employment of the population, State support of small businesses is an important tool for coordinating the interests of the state and business.
