ROLE OF STAKEHOLDERS AND PERFORMANCE OF SELECTED BARANGAYS IN MARINDUQUE IN THE SEAL OF GOOD LOCAL GOVERNANCE FOR BARANGAYS (SGLGB) PROGRAM: BASIS FOR POLICY INTERVENTION

This study assessed the role of stakeholders and performance of selected barangays in Marinduque in the implementation of the Seal of Good Local Governance for Barangays (SGLGB). It focused on six governance areas: Financial Administration and Sustainability, Disaster Preparedness, Safety, Peace and Order, Social Protection and Sensitivity, Business-Friendliness and Competitiveness, and Environmental Management. Using a quantitative research design, data were gathered through survey questionnaires administered to Punong Barangays, Civil Society Organization Representatives, Municipal LGU Department Heads, and DILG Field Officers. Descriptive statistics were used to analyze performance and stakeholder roles, while Pearson correlation determined their relationship. Findings revealed that barangays performed well in Disaster Preparedness and Business-Friendliness but required improvement in Financial Administration and Environmental Management, particularly in financial reporting, local revenue generation, and waste management. Stakeholders played a key role in financial transparency, community coordination, and policy advocacy, but their influence on barangay performance was statistically weak. Challenges included inadequate financial resources, low community awareness, and lack of training. To address identified gaps, the DILG must institutionalize support mechanisms through technical assistance, performance audits, and a digital monitoring system. Barangays should form compliance teams, conduct regular meetings, and implement improvement plans. Strengthening stakeholder involvement, enhancing training programs, and promoting public awareness are essential to sustaining effective governance under the SGLGB program. The study recommends that the DILG issue a Memorandum Circular to institutionalize support for barangays through direct technical assistance from Provincial and Field Offices.
