REGULATORY FRAMEWORK AS A TOOL FOR INFORMATION AND LEGAL SUPPORT OF THE AGRICULTURAL COMPLEX

The article examines the regulatory framework as a key tool for the information and legal support of the agro-industrial complex (AIC) of Ukraine. The main elements of the regulatory and legal support of the AIC are analyzed, in particular the Constitution of Ukraine, laws, by-laws, international treaties, orders of the Ministry of Agrarian Policy and Food of Ukraine, as well as local regulatory acts of agricultural enterprises. The main tasks of information and legal support are identified, including: ensuring access to agricultural information, regulating electronic document flow, protecting personal and commercial data, ensuring transparency of the agricultural market, promoting digital transformation and controlling information relations in the AIC. The main challenges that hinder the effective functioning of the regulatory and legal framework of the AIC are analyzed, in particular, fragmentation of legislation, insufficient adaptation to modern technologies, difficulty in accessing information, low level of implementation of international standards and corruption risks. Strategic directions for improving legislation are proposed, including harmonization of national norms with EU legislation, creation of a unified information system for the agri-industrial complex, improvement of regulation of digital technologies, strengthening of state control and raising of legal culture of agrarian subjects. Foreign experience of legal regulation of information support of the agri-industrial complex is studied on the example of the countries of the European Union and the USA, where standards of digital transformation, use of big data, artificial intelligence and automated systems of management of agricultural production are actively implemented. Particular attention is paid to international standards in the agri-industrial complex, such as ISO 22000, ISO 9001 and Codex Alimentarius, which define requirements for quality management, food safety and environmental responsibility of agricultural production.
