D3.2 - Report on co-designed improved or new decision-making tools

Deliverable 3.2 focuses on providing a set of comprehensive guidelines and methodologies to enhance the design and implementation of CAP Strategic Plans (SPs) and improve stakeholder engagement. It includes the development and integration of innovative tools aimed at boosting evidence-based policymaking. This involves enhancing transparency, accountability, and impact assessment within the CAP framework. The deliverable outlines methods such as participatory vision building using techniques like the Delphi method, the Quadruple Helix approach, and the Stakeholder salience model to engage stakeholders effectively and establish common objectives. Additionally, it presents the Intervention-Objective-Impact (IOI) matrix, which structures decision-making by clarifying the relationships between objectives, interventions, and impacts. Scenario Building for Policy Impact Assessment (PIA) is also detailed, providing a framework for evaluating the potential effects of various policy scenarios to aid strategic planning. Guidelines for process communication and stakeholder engagement are included to improve transparency and interaction throughout the CAP SP design and monitoring phases, utilizing both digital and analogue tools. Overall, the deliverable aims to support practical implementation and ensure these tools are adaptable and effective across different Member States.
