CONTRACTING AND INVESTMENT MANAGEMENT AN ANALYSIS FROM THE ENVIRONMENTAL SANITATION COMPANY OF MARANHÃO
This study investigates the management of public procurement conducted by the Maranhão Environmental Sanitation Company (CAEMA) between 2014 and 2024. The topic is relevant as it addresses the efficiency in the use of public resources, the promotion of transparency in governmental acquisitions, and the sustainability of public sanitation services. The research contributes to understanding how these procurement processes impacted the expansion and improvement of services provided by CAEMA during the analyzed period. The central objective of the study is to assess whether the investments made during this period significantly contributed to expanding and optimizing the services offered. The methodology employed is quantitative in nature, with an exploratory approach, based on the analysis of 1,276 procurement processes. Data were obtained through documentary research in government electronic systems, internal reports, and CAEMA’s physical archives. The results show that the investments facilitated the expansion of essential services in sectors such as industrial, residential, commercial, and rural areas. Furthermore, the increasing use of electronic processes and direct contracting improved efficiency and transparency, optimizing the allocation of public resources. The study concludes that, despite challenges such as delinquency in some sectors, CAEMA’s sanitation policies align with the Sustainable Development Goals (SDGs), particularly SDG 6, which aims to ensure universal access to clean water and sanitation by 2030. The research demonstrates that the analyzed procurement processes enhanced operational efficiency but also underscores the importance of a more strategic and proactive public management approach to ensure the sustainability of services and the continuity of progress achieved.
