Assessment of Personnel and School Plant Maintenance In Policy Implementation of Secondary School Administration in Delta State: Addressing the Developmental Challenges

Abstract The purpose of the study was to look at how staff and building maintenance affect the carrying out of educational policies in secondary schools in Ethiope East LGA in Delta State. A descriptive survey research design was used for the investigation and three big research questions guided the work. The researchers studied 30 principals and vice principals as well as 270 teachers from public secondary schools in the area, which gave a total population of 300 respondents. Because the study group was not very large, everyone in it was included. A survey questionnaire called "Personnel and School Plant Maintenance Questionnaire (PSPMQ)" was developed and validated by three academic experts—two from Social Studies Education and one from Measurement and Evaluation—all from Delta State University, Abraka. By performing the test-retest method and examining the outcome, it was concluded that the instrument was reliable because the correlation coefficient was 0.76. A total of 300 questionnaires were passed out to the participants and all were gathered. Data analysis was done by finding percentages, means and standard deviations. The shortage of sufficient experts and the deterioration of school buildings, including dilapidated labs, few classrooms, poorly equipped libraries, along with not having many qualified teachers (especially in Social Studies), disturb the implementation of important policies in secondary education. Because of these findings, the study created a set of recommendations to overcome the problems outlined. They include increasing teacher qualifications, primarily in Social Studies and creating new classrooms, among several approaches, to improve how policies are carried out in secondary schools. Keywords: Personnel, School Plant, Policy, Constraints, Administration, Assessment, and Developmental Challenges.
