An analysis of strategic planning documents for the regional and municipal tourism development: The case of the Chuvash Republic

The growth of the domestic tourist flow in the Russian Federation in recent years, increased attention to the role of the tourism industry in the socio-economic development of both the whole country and its individual territories necessitate a revision of approaches to strategic planning for the development of the tourism and hospitality industry. To ensure the effectiveness of budget financing of tourism development activities at the regional and municipal levels, it is necessary to observe the unity of concepts, goals, objectives, indicators and other structural elements of general and sectoral strategic planning documents, which is not always can be achieved in practice. The article is devoted to the analysis of modern scientific literature, normative legal acts on strategic planning, assessment of existing practices in this area at the regional and local levels from the standpoint of rational use of available resources, increasing the competitiveness of territories, adaptability of the management system to changing conditions of the internal and external environment. The article focused on the Chuvash Republic, where in 2023 the tourism development strategy for the period up to 2035 was developed. The study collects and systematizes information about strategic planning documents at the regional and municipal levels implemented in the territory of this subject of the Russian Federation through the prism of tourism development. The research results can be used in solving problems to increase the sustainability of long-term planning institutions, as well as in the preparation and implementation of new strategic documents in the field of tourism.
