Bridging Educational Divides: A Framework for Quality Education in Remote and Tribal Areas of Assam Through SDG-Aligned Policy Innovation

Educational inequality remains a persistent challenge in Assam's remote and tribal regions, particularly in the char (riverine) areas and Bodoland Territorial Region (BTR), despite the state's commitment to the Sustainable Development Goals through the Assam 2030 Initiative. This research investigates the multifaceted barriers to achieving SDG 4 (Quality Education) and SDG 10 (Reduced Inequalities) in these marginalized communities. Through a comprehensive mixed-methods approach combining quantitative analysis of educational indicators with qualitative community-based research, this study maps the intersection of geographical isolation, cultural disconnects, infrastructure deficits, and socioeconomic constraints that perpetuate educational disparities. The research proposes an innovative community-driven, culturally responsive framework that integrates digital technologies, multilingual pedagogy, and participatory governance structures to address these systemic challenges. Key findings reveal that successful educational transformation requires not merely resource allocation but fundamental reconceptualization of educational delivery models that honor local cultural identities while providing pathways to broader opportunities. The proposed framework offers actionable recommendations for policymakers, development partners, and community leaders, with implications extending beyond Assam to other marginalized regions across Northeast India and similar contexts globally.
