META-OPERATIONAL LAYERS From the Halting Problem to the Optimization of Information Processing Systems

This article introduces the concept of meta-operational layers—independent control systems that monitor and optimize process efficiency in complex systems without interfering with their substantive content. In the first section, it is demonstrated that considering certain properties of the proof of the undecidability of the halting problem does not contradict Turing's and Rice's theorems but instead indicates the universal necessity of operational control mechanisms. The second section applies the results of the first section to theoretically justify the function of the neuroglial network in the brain. In the following sections, the idea of artificial networks with meta-operational layers is proposed, as well as organizational management structures based on an analogous separation of "processing ↔ optimization." In the fifth section, the hypothesis is put forward that "human-type" self-awareness may be a property of systems with meta-operational layers.
