Perceptions of justice among survivors of torture and/or ill-treatment (Human Rights Center "Viasna" & International Committee to Investigate Torture in Belarus Working Paper)

This report presents the findings of a comprehensive study into how survivors of torture and ill-treatment in Belarus perceive justice, accountability, and redress. Based on in-depth interviews and legal analysis, the research captures the voices of individuals who experienced severe human rights violations, particularly in the wake of the 2020 presidential election and subsequent mass repression. The study reveals that for most survivors, justice is not limited to formal prosecution of perpetrators but also includes public recognition of wrongdoing, societal acknowledgment of suffering, and guarantees of non-repetition. Many express profound distrust in national institutions and view international mechanisms as the only credible path toward justice. The report outlines both the psychological consequences of torture and the survivors’ expectations regarding reparations, memorialization, and truth-seeking. It highlights the structural impunity that prevails in Belarus and argues that without international involvement and long-term support, survivors’ rights and dignity will continue to be denied. This research, conducted under the direction of Henadz Korshunau in collaboration with the Human Rights Center "Viasna" and the International Committee to Investigate Torture in Belarus, provides vital insights for human rights advocates, policymakers, and international bodies engaged in transitional justice and accountability efforts.
