D3.3 - Decision-making Tools methodological guidelines including protocols

This document provides guidelines on participatory decision-making and multi-level governance (PDMMG) tools for use in designing, implementing, and monitoring the Common Agricultural Policy (CAP) Strategic Plans (CSPs). These tools address the need for inclusivity, transparency, and evidence-based decisionmaking in CSP preparation, offering structured methodologies for engaging stakeholders such as farmers, rural communities, environmental organizations and consumers, and aligning policy objectives with their needs while respecting EU demands and pursuing national or regional agricultural policy targets. These guidelines are intended to support EU Member States (MSs) in preparing CSPs that are effective, perceived as legitimate by both stakeholders and the general public, and resilient to changes in the broader policy environment.
