WORKFORCE SIZING IN THE FEDERAL PUBLIC ADMINISTRATION: ADVANCES AND CHALLENGES

Workforce Sizing (DFT) has been consolidated as a strategic personnel planning tool within the Brazilian Federal Public Administration, aiming to align human resources with institutional needs. This study aims to analyze the progress and challenges associated with the implementation of DFT, based on the guidelines of Ordinance SEDGG/ME No. 7,888/2022. The research adopts a qualitative approach, of descriptive and exploratory nature, grounded in documentary analysis and systematic literature review. Data were collected from regulatory documents, institutional reports, and national and international scientific publications, and analyzed using qualitative content analysis and documentary analysis. The theoretical triangulation was based on the concepts of strategic human resource management, workforce planning, and public administration reforms. The findings indicate normative and technical advances in the institutionalization of DFT, as well as improved rationality in staff allocation. However, persistent challenges were identified, such as organizational resistance, low integration of information systems, and the absence of a planning-oriented culture in many institutions. It is concluded that consolidating DFT requires overcoming these barriers through evidence-based practices, intersectoral integration, and the strengthening of institutional capabilities, thus contributing to a more strategic, efficient, and results-oriented human resource management.
