THE ROLE OF FOREIGN AIDS IN STATE BUILDING IN MUGDISHU SOMALIA
ABSTRACT The international community has been engaging more actively in failed states such as Haiti and Afghanistan;therefore, Somalia as a failed state since the collapse of the Siyad Barre dictatorship in 1991 provides a number of interesting insights into the influences of external actors on state- building. Enormous external efforts have been made by the international community to establish a formal central state in Somalia, while they have seemed increasingly involved in providing various forms of support and development assistance to the state. building process through bilateral, multilateral, and non-government organizations. However, in the process of statereconstruction, the international donor’s assistance plays a very important role in enabling the government to deliver public services effectively. This is not. Since the formation of the first republic in 1960 from the union of the British protectorate of Somaliland and the Italian protectorate of Somaliland, Somalia has always been dependent on foreign aid to balance its operations and development budget. Therefore, the study is aimed at investigating the role of foreign aid in Somali state-building efforts and attempted to answer the main study question of what is the role of foreign aid in Somali state- building? And to examine this, multiple regressions have been employed, as the study concludes that there is a significant relationship between foreign aid and state-building efforts in Somalia. The study also found that the ongoing process of state reconstruction is heavily dependent on foreign aid granted by international donors.
