Toward Racial Fairness in Police Response and Representation: A Policy Proposal with Penalties, Safeguards, and Restorative Accountability
Policing systems in diverse societies often suffer from racial disparities, both in workforce representation and emergency response behavior (Smith & Holmes, 2014). This paper proposes a dual framework for equity in policing: (1) the institutional requirement for racial proportionality in police hiring, and (2) enforceable penalties for discriminatory non-response to emergency calls involving people of color. These include a structured salary deduction, promotion delay, mandatory public apology with an explanation, and a required end-of-year restorative seminar. The framework includes anti-abuse safeguards and is designed to be legally implementable, ethically grounded, and culturally transformative.
