DEVELOPMENT OF THE LAND FUND IN THE USSR IN 1960-1990

The article considers a set of privatization processes, as a result of which agricultural enterprises received a legally enshrined right to dispose of land. By the early 1990s, a well-functioning system of land fund administration had been formed in the country, focusing on strategic planning, analytical forecasting, land management developments, territorial development and measures aimed at protecting and improving soil productivity. Nevertheless, there were significant deficiencies in the areas of land use, agro-industrial sector structuring, spatial planning, and issues related to land ownership and disposal. These problems had a negative impact on the dynamics of economic growth of the country, which predetermined the need for land reform and transition to a new stage in land relations and land management.
