Taxing Economic and Exclusive Rights and Privileges: A Counter-Cyclical Framework
This discussion paper proposes a structural transition in public finance, moving from taxing income, consumption, and transactions to taxing the economic and exclusive rights and privileges that generate unearned income and concentrate systemic power. It introduces location-bound, countercyclical instruments including the Economic Land Rights Tax (ELRT), the Fossil Fuel Licensing and Access Rights and Entitlements tax (FLARE), and the Data Access and Privilege tax (DAP tax), supported by stock flow consistent modelling. The paper outlines implementation strategies, transitional protections, and modelling requirements to inform equitable tax reform and fiscal resilience in post rentier economies.
