Dr. B.R. Ambedkar's Visionary Contributions to Water Governance: A Foundation for Equitable and Sustainable Resource Management in India

Abstract Dr. Babasaheb Ambedkar, a distinguished scholar, social reformer, and the chief architect of the Indian Constitution, made groundbreaking contributions to water resource management in India. His visionary approach to irrigation systems, hydroelectric projects, and equitable water distribution laid the foundation for modern water governance. As a member of the Viceroy’s Executive Council (1942–1946), Ambedkar played a crucial role in shaping India’s water policies, leading to the establishment of key institutions such as the Central Waterways, Irrigation, and Navigation Commission (CWINC). His advocacy for large-scale dam projects, including the Hirakud Dam and the Damodar Valley Project, significantly contributed to agricultural sustainability, industrial development, and flood control. This paper explores Dr. Babasaheb Ambedkar’s strategic vision for water resource management, focusing on his role in interlinking rivers, ensuring state control over water resources, and promoting scientific planning for equitable distribution. His policies emphasized water as a fundamental right, preventing monopolization and ensuring accessibility, particularly for marginalized communities. By examining his contributions through a historical and policy-based analysis, this study highlights how his ideas continue to influence contemporary water governance and infrastructure development in India. The research underscores the socio-economic impact of Dr. Babasaheb Ambedkar’s water management policies, illustrating their role in agricultural productivity, industrialization, and social justice. His pioneering work remains relevant in today’s context of water scarcity, climate change, and sustainable development. By assessing the long-term influence of his policies, this paper aims to establish the enduring legacy of Dr. Ambedkar in shaping India's water resource management strategies. This paper highlighted Dr. Babasaheb Ambedkar’s foresight in water governance. His role in policy and infrastructure development. And the themes of equity, sustainability, and modern relevance
