العلاقة الجدلية بين القانون الليبي لتنظيم المباني وفقه البناء: إسقاط على لائحة تنظيم المباني بمدينة طرابلس
Cities are expanding within and beyond their borders at rates that exceed urbandevelopment rates, resulting in major problems, including high costs and urbanizedneighbourhoods. Random construction, a lack of facilities and services, and varioustypes of pollution (health, visual, acoustic, and environmental). What makes theproblem even more complex is the lack of legislation regulating urban planning and itsfailure to cover all new and upcoming aspects, in addition to neglect in implementingand monitoring current legislation. In this paper, we will review the topic of thedialectic between construction jurisprudence and the Libyan law regulating buildings inLibya (as a case study of the building regulation regulations in the city of Tripoli). Wewill evaluate this comparison and, God willing, identify the source of neglect and noncompliancewith this legislation.
