A COMPARATIVE STUDY OF PUBLIC AND PRIVATE PORT ADMINISTRATION
This study examines the administration of public and private ports in Region XII, focusing on governance, security measures, operational efficiency, and regulatory compliance. Using a qualitative-descriptive research design, data were gathered through in-depth interviews with port administrators and analyzed using Braun and Clarke’s thematic analysis. Findings highlight key differences in administrative frameworks, security protocols, and operational challenges between public and private ports. Public ports emphasize compliance with national regulations, while private ports prioritize operational flexibility and efficiency. The study provides recommendations for improving port administration through policy enhancements and strategic partnerships.
