Mapping the Oceans: A New Frontier for Strategic Competition in the Indian Ocean Mapping the Oceans: A New Frontier for Strategic Competition in the Indian Ocean MARSEC COE Journal - NATO Maritime Security Centre of Excellence

The advancements in mapping technologies have opened up new frontiers for exploration andexploitation of oceanic resources in the Indian Ocean, resulting in competition between states. The paper discusses the implications of ocean mapping on resource competition and maritimesecurity. The majority of the states in the region are developing countries, lacking technology, financial resources and research infrastructure for ocean mapping. This gap affects theequitable distribution of scientific knowledge; making countries having advanced capabilitiesgarner greater political influence in the region. Since Indian Ocean is an arena for ‘greatpower competition,’ the possession of advanced ocean mapping technologies and expertisebecomes a critical denominator of geopolitical influence.
