ORGANIZATIONAL STRUCTURE AND INSTITUTIONAL ARRANGEMENT: contributions of the New Public Service (NPS) to local management

This study aims to analyze the congruences and peculiarities of organizational structure and institutional arrangements, focusing on applications in Municipal Management through the lens of the New Public Service (NPS) approach. Methodologically, a theoretical essay was developed based on a non-systematic review of national and international literature, with explicitly stated and justified selection criteria. The NPS approach seeks to reclaim the political dimension in public administration by encouraging societal participation in formulating solutions to public problems. This process distinguishes between organizational structure (OS) - which emphasizes efficiency and internal control through a bureaucratic, hierarchical configuration governed by formal rules and procedures - and institutional arrangements (IA), which prioritize flexibility, innovation, collaboration, transparency, and knowledge management, forming a governance framework oriented toward generating public value. The main findings include the conceptualizations and applications of OS and IA in light of the NPS approach and their implications for municipal management based on the proposed framework. The essay concludes that the analysis of OS and IA can guide the maintenance and significant transformations of resources and capacities in municipal management to address local needs and enhance the public value generated by governmental actions. Finally, among other considerations, it is recommended to comprehend the NPS approach with an emphasis on collaboration, innovation, and public value, aiming to establish governance frameworks that balance transparency, citizen participation, and efficiency while inspiring new theoretical and practical analyses in municipal management. Abstract
