THE ROLE OF PUBLIC MANAGEMENT AND SOCIAL CONTROL IN HUMAN DEVELOPMENT

Promoting human development is part of a necessary model of public resource management and the formulation of public policies to improve social conditions. In this case, human development already involves different social dimensions, such as health and education, which makes this system more complex. Dependence on public resources, therefore, becomes essential; however, resource efficiency, quality of public management and social control are important actors in promoting development. This article aims to specifically identify the importance of quality of public management and social control in participating in a system to promote human development. Structural equation modeling with the path analysis model was used. Data were collected from secondary sources. Of the 853 municipalities in Minas Gerais that were emancipated by 2012, a sample of 765 municipalities was taken, which were selected due to the availability of data. The main results reveal a complex system, in which public management and social control play a central role within this system. Furthermore, it is noted that human development improves the municipal GDP and the municipal GDP is relevant in one of the social conditions. Finally, it is worth noting the procedural nature of development, whose public resources acquired, in order to generate development, require the action of public management, in the efficient application of these resources in social programs of health, education, basic sanitation, housing and other actions that aim to improve social conditions.
